FIDE Electoral Commission confirms four valid Presidential ticket candidacies

The FIDE Congress will be held in Chennai, India between 31 July 2022 and 09 August 2022 as part of the Chess Olympiad 2022 (see all Olympiad news here). Part of it is the FIDE General Assembly, where on the agenda are the FIDE elections.

A total of five presidential candidates tried to complete the requirements for a valid presidential ticket. According to the 2022 FIDE Elections Timeline, by 6 pm CET on June 7, Presidential candidacies had to reach the FIDE Office. Following the deadline, the FIDE Electoral Commission consisting of Roberto Rivello (chairman), Francois Strydom and Lakhdar Mazouz held an online meeting and published the 2nd part of the report, including the list of Presidential Tickets. The 1st report of FIDE Electoral Commission listed FIDE Member Federations having Voting powers.

Confirmed FIDE Presidential Candidates:

  1. Arkady Dvorkovich, current president of FIDE, with Viswanathan Anand on board (see the ticket here)
  2. Inal Sheripov, supported by Kirsan Ilyumzhinov and with Lewis Ncube as deputy (see the ticket here)
  3. Andrii Baryshpolets, with deputy Peter Heine Nielsen (see presentation + interview)
  4. Bachar Kouatly, with deputy Ian Wilkinson

FIDE Electoral Commission Report – Part 2:

II) Approval of a list of valid Presidential ticket candidacies

In accordance with art. 21 of the Electoral Rules (Elections of the President and of the Deputy President):

  • candidacies for the Presidential ticket (President and Deputy President) must reach FIDE Offices at the latest two months before the opening of the meeting of the General Assembly;
  • the candidates President and Deputy President of the same ticket must not be representative from the same Member Federation;
  • each ticket must be endorsed by nominations from at least five Member Federations, among them at least one from each of the four FIDE Continents, but by no more than eight Member Federations in total. Each Member Federation is entitled to endorse only one Presidential ticket;
  • the ELC is competent to carry out a preliminary exam of the submitted candidacies and to approve a list of valid candidacies, that shall be announced on the FIDE website and made visible and accessible to all Member Federations.

The ELC is also requested to verify if the eligibility criteria listed in art. 4.1 of the Electoral Rules are met (among these, especially the following ones: “the candidate must have reached the age of 18; -the candidate must not be deprived of his or her civil rights, as an additional sanction related to the commission of a crime, as a result of an enforceable judgment of a national or international judicial authority; -the candidate must not have incurred any sanction of ineligibility, ban or exclusion from office, in relation to any violation of the FIDE Ethics and Disciplinary Code, following a final decision of the Ethics and Disciplinary Commission or of the Electoral Commission) and if the submitted application forms contain all data and declarations requested by art.

5.2 of the Electoral Rules (among these, in particular the following ones: “if the candidate enjoys civil rights in the state of citizenship or residence; if the candidate incurred in any measure or sanction in relation to any violation of the FIDE Charter and FIDE Ethics and Disciplinary Code or any other applicable regulations issued by FIDE organs; if incurred any measure or sanction in relation to any violation of regulations issued by a FIDE Member Federation; if incurred any measure or sanction in relation to any violation punished as a criminal offence at a national or international level”).

Before the stipulated deadline, FIDE Offices received five candidacies for the Presidential ticket, respectively from (in alphabetical order):

  • Mr. Andrii Baryshpolets and Mr. Peter-Heine Nielsen;
  • Mr. Inalbek Cheripov and Mr. Lewis Ncube;
  • Mr. Arkady Dvorkovich and Mr. Anand Viswanathan;
  • Mr. Enyonam Sewa Fumey and Mr. Stuart Fancy;
  • Mr. Bachar Kouatly and Mr. Ian Wilkinson.

Regarding all these five candidacies, the ELC has verified that:

  • the candidates for President and Deputy President of the same ticket are not representative from the same Member Federation;
  • submitted application forms contain all data and declarations requested by art. 5.2 of the Electoral Rules, all candidates have declared, in particular, that they enjoy civil rights in their state of citizenship or residence, that they did not incur in any measure or sanction in relation to any violation of the FIDE Charter and FIDE Ethics and Disciplinary Code, that they did not incur in any measure or sanction in relation to any violation punished as a criminal offence at a national or international level;
  • eligibility criteria listed in art. 4.1 of the Electoral Rules are met, at least on the basis of the candidates’ self-declarations.

The ticket of Mr. Andrii Baryshpolets and Mr. Peter-Heine Nielsen is endorsed by the nominations of the following Member Federations: South Sudan (Africa), Curacao (former Netherlands Antilles) (America), New Zealand (Asia), England (Europe), Lithuania (Europe), Netherlands (Europe), Norway (Europe). The South Sudan Federation nominated this ticket with an endorsement signed on the 6th of June 2022, by the President of this Federation, Mr. Aduot Madit Rigkher, as well as by the Secretary General and the Treasurer of this Federation. The same President, the day after, signed a different nomination, in favour of the different ticket of Mr. Arkady Dvorkovich and Mr. Anand Viswanathan. In accordance with art. 6.1 of the Electoral Rules each Member Federation is entitled to endorse only one candidate for each elected position and no endorsement can be withdrawn once approved and communicated. Therefore, only the nomination in favour of the ticket of Mr. Andrii Baryshpolets and Mr. Peter-Heine Nielsen can be considered as valid. It has to be noted that the next different nomination was transmitted directly by the South Sudan Federation, and it was not mentioned in their application by the candidates Mr. Arkady Dvorkovich and Mr. Anand Viswanathan, who do not appear to have any responsibility about this. Given that the ticket of Mr. Andrii Baryshpolets and Mr. Peter-Heine Nielsen is endorsed by the nominations of at least five Member Federations, including at least one from each of the four FIDE Continents, this candidacy is declared valid and admissible in terms of art. 5.4 of the Electoral Rules.

The ticket of Mr. Inalbek Cheripov and Mr. Lewis Ncube is endorsed by the nominations of the following Member Federations: Sierra Leone (Africa), Barbados (America), Timor Leste (Asia), Ukraine (Europe), Zambia (Africa). Given that the ticket is endorsed by the nominations of at least five Member Federations, including at least one from each of the four FIDE Continents, this candidacy is declared valid and admissible.

The ticket of Mr. Arkady Dvorkovich. and Mr. Anand Viswanathan is endorsed by the nominations of the following Member Federations: Tunisia (Africa), Mexico (America), India (Asia), Cyprus (Europe), Panama (America), Indonesia (Asia), Nigeria (Africa), Montenegro (Europe). This ticket received also other endorsements, communicated directly by some Member Federations, correctly not included in the candidacy of the ticket. These endorsements, in any case, cannot be considered as nominations, exceeding the number previewed by art. 21.7 of the Electoral Rules. Given that the ticket is endorsed by the nominations of at least five Member Federations, including at least one from each of the four FIDE Continents, this candidacy is declared valid and admissible.

The ticket of Mr. Enyonam Sewa Fumey and Mr. Stuart Fancy is endorsed by the nominations of the following Member Federations: Togo (Africa), Haiti (America), Papua New Guinea (Asia), Egypt (Africa), Senegal (Africa), Burkina Faso (Africa). Unfortunately, this candidacy has not been endorsed by any Member Federation of the European Continent, therefore, in accordance with art. 21.7 of the Electoral Rules, it cannot be considered as valid and is rejeceted.

The ticket of Mr. Bachar Kouatly and Mr. Ian Wilkinson is endorsed by the nominations of the following Member Federations: Congo (Africa), Jamaica (America), Australia (Asia), Monaco (Europe), St. Kitts and Nevis (America), Grenada (America). Given that the ticket is endorsed by the nominations of at least five Member Federations, including at least one from each of the four FIDE Continents, this candidacy is declared valid and admissible.

In conclusion, the ELC approved the following list of valid Presidential ticket candidacies:

  • Mr. Andrii Baryshpolets and Mr. Peter-Heine Nielsen;
  • Mr. Inalbek Cheripov and Mr. Lewis Ncube;
  • Mr. Arkady Dvorkovich and Mr. Anand Viswanathan;
  • Mr. Bachar Kouatly and Mr. Ian Wilkinson.

The ELC asks FIDE Offices to publish this list on the FIDE website, together with this report, and to make it visible and accessible to all Member Federations and to all voters, in accordance with art. 21.8 of the Electoral Rules.

The ELC reminds all Member Federations that this is a preliminary decision taken after a preliminary exam of the candidacies, and that, in accordance with art. 21.9 of the Electoral Rules, “any complaint regarding the eligibility of a candidate for the position of President or Deputy President must be addressed to the Electoral Commission in writing within two weeks following the official announcement of the candidacies by the FIDE Offices on the FIDE web site”.
